Specializing an espionage city?

Don't forget that Great Spies can also infiltrate your opponents. This is an instant bump of almost 4000 EPs!!! I forget all of the details, but there was a point in a recent game, where Asoka had a ratio ofonly 600 to my 4500 EPs thanks to a recent infiltration plus my previous expenditures and scottland yard. This allowed me to steal a tech for 540 EP, lol. I even (for fun) induced him to change to my religion, lol. Espionage is great fun! I typically run my capital as a spy center and then switch it to other GP type later.

I almost feel kind of bad about this, just in general I could win this game fairly easily, after a 600 year war, things are just starting to boom this will only get more overpowered as time goes on (emporer difficulty)
