Specifics of the Trade Network

I am about to start a war with my neighbour France who is has more technology and a larger standing army than myself. The only way I will be able to win is if I can remove France's ability to build modern units. The Russian Airforce can be placed within striking range of Paris and I think that in one turn I should be able to bomb Paris back to the industrial era.

Question:

If I destroy all 8 tiles of road and rail around Paris *and* its Airport will I cripple France? Does this stop all of its Trade and Local resource gathering?

I can not afford for France to be able reinforce its armies with modern units if I hope to win the war. I need to do a one turn decisive strike that will make it so I will only need to defeat France's current army.

you will cripple paris, thats for sure, however, other cities will be able to build modern units as long as they are connected
 
I would just try and get as many embargos as possible rather than cut off all trade physically. It's much easier, faster, and perhaps cheaper.

And then just bomb their existing resources.

You probably won't be able to eliminate all incoming resources or trade, but they will be hurting, that's for sure.
 
Destroying roads, railroads and airports around Paris will terminate any deals that they have if they are importing/exporting resources. All of France's other cities will still be able to build modern units. Destroy the roads on the resources and any city that is on a resouce (along with its airport and harbor).
