The logic behind this is simple.
If you have COE in your cities, but are runing a diferent religion. Than all those COE people are all to willing to spy on you.
Adopt COE and all of a suden the worlds greatest (and only) spy network is loving you.
Now, that other guy does not seem like the right man to spy for any more... get the idea?
