Spies not very useful

Speaking of safehouses, it would be cool if you could use a spy to create a safehouse in an enemy city(consuming the spy) which could be a base of operations for other spies. It could have the advantage of information of the city(like leaving a spy there permantly) and would give a boost to other spy operations in that city, such as easier sabatoge, or less likely to get caught.
 
the good thing about spies is that if you use them on a capital which founded a religion. This way you could access around half of the game map for free !!!!!!!!!.
 
I think spies should be moved to earlier in tech tree.

Sometimes it's just not feasible to sign open borders or send in missionaries and control holy city.

They should be available at end of classical era or early medieval era, however they would only be able to investigate city. In order to pillage or destroy production you would have to discover communism and build scotland yard.
