I remember in civ2, the population was unhappy with the government, so they revolted and declared independence, or maybe it was a scenario, but i'm 100% sure that a new civ formed.

It's called civil war It occasionally happens when you take over the capital of another civ and they split into two.

wait, so it can happen in civ3 as well? if yes then how do i do it?

No, it can't happen in Civ3 but it has been discussed to death in this forum look through the current topics thread and you will most likely find at least a few threads on it

I miss doing this to the enemy. They should bring it back.

In addition to that, I reckon they should create a leader unit (perhaps) when a new civ appears. Sort of like a coup leader, in a way...I dunno, lol.
