Actually, once fully developed and railroaded (not the beginning of the Industrial Age, but near the middle) two of my other cities have a HIGHER production than my Capital Columbia. This is because Columbia (Rome) 'shares' more tiles (but no hills) with adjacent cities, and also due to these cities' proximity to the Forbidden Palace which reduces Waste. Several other cities have equivalent production as Columbia, but lose 15-30% of the useable shields due to Waste.
ControlFreak had some concerns about Wonder Building, cascades and Tech Trading. If you are concerned about an AI civ stashing its shields by changing production to Palace after a Wonder cascade, you can note the cities building Wonders and use your embassy (Investigate City) to see if they have done this afterwards. However, you have no way of knowing if they have a Great Leader being saved to finish a Wonder. Except for the effects of the TOE, trading pre-cursor Techs is safe as long as you have 3 or less turns to finish the Wonder.
Aggie: nearly all of my developed cities have Courthouses; (Except for my Capital and Forbidden Palace: these two cities have such small Corruption and Waste that the Courthouse would barely pay for itself). I don't build a Courthouse until a city has at least 4 units of Corruption; this way I can build other improvements and units as I need them, and when I do build the Courthouse, it does more than pay for itself, and it gets built faster because the city is larger.
