Spy Indicator next to Civ's Name

What does this mean? I'm on an island with Genghis Kahn and his name has a spy icon next to it.
 
Mouse over his name and you'll see a lot of information, some of it being how many espionage points he has invested towards you versus how many you've invested towards him. It will show something like e.g. 27/34. The last number is how many points you have against him and if that is larger than the first number there will be a spy icon next to his name.
In other words, it means you have the upper hand against him with respect to epsionage.
 
in this particular case it also means that probably Kahn has met other civs and you have not. Because if it's early in the game you both only have a capital palace producing 4 espionage points per turn, so you should be equal to each other. But if he met someone else he is probably dividing his espionage points between you and someone else. This is a good way to analyze the game with some extra information and can be very helpful in many situations.
