Then protest it via military action agiastn France; the Iberian nations holding all over the world, but int he new world in particuler, are filled with predominatlly ethinic Iberians, due to disease wipeing out large swaths fo the native populations over the last 500 years; to sell those holdings would be selling our own people, making us no better then slave traders of centuries past.

US formally opposes this idea of the "united nations". European nations have never been united and if it is anyone, US should launch such a thing. But this goes against our European neutrality policy and we do not wish to enter.
To Brazil:
How about a DDP to ensure our netrality? USA has great respect for your nation and we think we could learn from each other and help in time of need.

OOC: China the only problem with this NES IMO is the economy (difficult to raise anything without lowering it). I'm happy with the rest. :)

As war loomed on the horison of Europe the president of Peru had other concerns. Not only was the economy seriously weak, but the army was also one of the smallest in the world. It was time to do something about this.
It was just 1 year after the president had sworn the oath, and still he had carried out numerous of his election promises. He had improved the status of the socially weak by increasing the social-budget and allowances. Allready many previously unemployed had gotton jobs. The situation however, was still serious with 12% unemployed across the country with several regions claiming to have at least 25% or 1/4 of the population unemployed. The president called in his chief of staff and started the long process of improving his country, socially and militarily.
