We would love to trade, but our economy is currently low, so if we need to pay, we would be unable to. In that case, we can start one next turn.

Some things had changed in Hokkaido. Okay, a LOT of things. Among those was the development of the material known as "bronze". This was swept to the Confederacy by travellers from afar, and it was soon becoming widespread. . .including being used in the Temple of Sapporo's construction! Speaking of which, the Temple would be completed soon, and the economy of the Hokkaidans increased immensely.
The uneasy peace and regrowth of economy has eased the tensions between the tribes, and the Confederacy continues to hold together. The Kyotan lands captured have mostly been integrated into the Confederacy, and will resist Kyotan invasion if necessary.
However, a small faction is developing around a strange young boy and his cold-eyed guard. He has organized a small army and claims to be an "god-king" [whatever the heck THAT is] of some sort sent from the Heavens to fulfill the manifest destiny of Hokkaido. They seem to have no intention of disturbing the Confederacy, however, and seek only to gain followers...
Not long after this boy's appearance, an island was discovered in the north. Its land was much colder than the Hokkaidan lands or even the Kyotan island, but it was something. . .
Orders:
1) Complete the Temple of Sapporo!
2) After its completion, use the gained Economy to upgrade the army to Bronze Age armor and weapons.
3) Send a few small ships to the northern island to explore some, but not set up a colony. The main part of the navy is to patrol the route between islands.
4) Increase economy.
5) Maintain a defensive perimeter [which should be easier to maintain what with the new bronze weapons and armor, and all] on the Kyotan Island. Release the Conscripts, however, as they aren't quite needed anymore.

About Upgrading, yes Jalapeno Dude, 2 economies upgrades army and navy to Bronze Age, 1 economy upgrades Army and Navy to Copper Age.
About Trade, both parties must begin trade with one another on the same turn! This rule is like this atleast for now.

well I dont want everyone to get it that easy so early! It will be much more lenient next ages. I just dont want people dependant on Trade having 3 routes in like 2 turns from now.

The intrepid from the land of the Ochoco had many available places to go to attempt to make their fortunes: They could sail north, passing by the land of their Aleut neighbors, to the Cold Coasts with their rich supplies of fish and animas. Or they could trek east, over the enormous mountains, to the edge of the Ochoco dominion at the new settlements located below the passes overlooking the broad, endless plains and harsh windswept hills. The recent adaption of bronze working greatly the metalworking crafts, in making sturdier and sharper tools and weapons. With these implements, people could more easily cut down timber, and the military could be more effective with their advanced weapons. The new alloys would also fit in nicely with the standardization project, providing a convenient method to mint currency and measuring weights.
Orders:

The Zulus were getting very confused by recent events. First, rumors of strange barbaric peoples to the north, and now strange-colored men coming from across the Great Eastern Sea? And to top it all off, they wanted to settle! Then news that a strange new metal had been discovered. It was enough to make a Zulu's head spin!
However, after a while, things got sorted out. These people, who called themselves "Singhaporeans," were shorter than the average Zulu, but had "bright skin," unlike most of the people the Zulus were accustomed to see. While not familiar with the lands and the ways of Africa, the Zulus could tell that these people from across the Sea were very resourceful in their own way. Therefore, when a proposal came to build small outposts along the coast, it was decided to let them.
Meanwhile, the military was in need of re-equipping. The new metal, called "bronze" by other nations, was found to keep a good edge when sharpened. The Zulu leadership decided they would invest in the idea of bronze swords for their armies. Perhaps it would even allow them to pacify the tribes of the north. Unfortunately, the economy would be unable to support this. Therefore, steps would have to be taken.

As the sun rose from its bed beyond the great ocean, the peoples of Manchuria awoke. At first, it seemed like any other day to the people as they went about starting their daily work: working the fields, fishing, training in army camps, and so on. But winds of change were blowing in from the south. The winds carried the secret of Bronze, which had finally arrived at the edge of the civilized world in Manchuria from an unknown empire far to the southwest. To some, it was just a metal, not as shiny as the gold that was sometimes found in the mountains and rivers of Manchuria. But to the military leaders of the land, it was a huge develpoment. By replacing stone weapons with bronze shields and bronze-tipped spears, the Manchurians may finally be able to gain the advantage over the evil Mongolians to the west. The secrets of Bronze may have spread to that region, too, but they may have not implemented the new discovery in their weapons... yet. We must strike as hard as we can while they have not yet upgraded their weapons.
Orders:

-Invade Mongolia with all available forces. Try to follow the Amur river into Mongolia during the first part of the invasion... the river may be able to be used as a supply line for the troops, and should also provide a pass through some of the more difficult terrain. Guard this river well, it is the main supply line into Mongolia. Also, troops should be wary of ambushes in mountainous terrain and should always try to achieve the high ground when possible.
