Well, in that case, the vessel better NOT enter Federation Space. It will be shot on sight. (Federation Space is defined as THREE squares around our planets, as it is beleived this distance can be crossed within a turn by Klingon assault vessels, and the Klingon Kot'baval could well be cloacking one of those).

In view of the Klingon secret missions, the sighting of Klingon probes near Belfas Prime has alerted Federation Command. Spaceships are dispatched to this planet to secure its safety.
