I know I'm a little bit late... but... heres some input...

maybe make shuttle/runabouts foot units and give the capital ships 'Transports foot units only' flag?

Also, What ships would be detectors to counter act the cloaking? Maybe Scince vessels? (Oberth Class :P)

Civ Colors:
Fed: Blue
Klingons: Dark Red
Romulans: Dark Green
Borg: Dark Grey or Black
Ferengi: Orange
Cardassians: Yellow
Dominon: Purple

And aren't there going to upgrade paths? Like maybe...

N-X --> Consitiution --> Galaxy --> Galaxy-X

or...

Miranda --> Souyuz --> Constellation

or whatever.

And if you guys need some one to do pedia text.. I could possible help you out.. I have a (severily dated.. I mean like early Late TNG / DS9) Star Trek Encyclopedia....

Here's the modified biq file where govs are given at start and some icons are changed to work with the new units_32 file.

How I set it up:
In the editor, on the players tab of the scenario properties dialog box, I choose all players to be human and each player has a different civ and government selected.

Noticed change because of this:
At startup of game, all civs are human playable, but cannot be turned off or randomized. The player must pick their civ. The computer will play the rest. I do not know if this causes a problem with multiplayer play.

Cloaking: All ships got detecht invisible, cause if an unit is attacked by an invisible unit, still can't see it. thats annoying. So you stay unvisible until you get too close to enemy ships.

Upgrade: There are upgrade paths, for example: NX-> Miranda-> Steamrunner

Shuttles: The Problem is, the AI won't understand that. I thought about making shuttles air units to bombard colonies first, but the AI don't understands units with 2 roles.

Civcolors: Yeah, I choosed similar ones, just Borg got Dark Green, and Romulans Light Green

Civilopedia: If you want to do the Pedia, be welcome :) I attach the Pedia file. But please tell me how to contact you, in case I have to add another line for an update.

I'm looking over the 'Pedia now... I'm pretty sure that tags (such as PRTO_Consitution or BLDG_PowerPlant) can't have spaces or wierd symbols (like ' s) in them. And I'm goign to post what I think the buildings/ improvments should be.

So, should I be the Dedicated 'Pedia man?

Also, if the starships are all 'land' units, why do we have 'ground' units in the pedia?

Also Also: Are we using 'cities' that can be built anywhere, or only on planets? And how do we implement that?
Amendum Oh, wait. I see. Maybe we should have a 'Deep Space' Terrain that has no 'No Cities' Terrain Flagged.

Also Also Also: All starships should not be able to detect cloaked units. It negates the cloaking feature.

Also Also Also Also: The Hive Mind Government. shouln't have 0 0 0 support. Instead, it should be 10, 20, 30, or something, but not tottaly free. Even the Borg have to support thier units, but they have massive resouces so they can support alot.

Also Also Also Also Also: Space ship victory should eb disabled, but I won't remove anything till you say so.
 
Okay, I've worked on the 'pedia some. Take a look.
 
@goldflash:

1. The Pedia works, so spaces in tags aren't a problem. I don't know if I used a ' anywhere, but if I did, it works
2. Colonies (Cities) can be built on every planet except for Gas Giants. Planets are land tiles, psace is (like glorfinder said sea)
3. Giving all units detect invisible doesn't negates the cloaking feature, as it still applies if the cloaked ship is in a square next to the detector (correct me if I'm wrong, but I'm pretty sure) additional romulan ships got stealth attack
4. Federation or someone else's ships have to return to a starbase for maintenance sometimes, borg ships don't need that. with a few thousand drones on each ship, it maintains itself. I think thats well reflected with the no unit upkeep. In excange Hive doesn't allows paid work, so Borg will loose citizens if they want to hurry soomething. I agree, maybe Hive is too strong, and I have to change it...
5. Spaceship victory is replaced with Wormhole Victory. Your Goal is to build a "Wormhole generator", to open an artificial Wormhole.

the attached is a test image that I'd like for you to review in game. it is for the borg only. if you like it, I can do images for the other civs. the file is borg_all.pcx it is used in the foreign advisor screen to tell civs apart. this one shows the borg symbol instead of ceasar as you've currently have it. Extract the file from the zip and place it in "..\Star Trek\Art\advisors" Then change the pediaicons.txt to point to this file instead of the ceasar/roman file.

EDIT:
Follow the above directions and install the new zip with the following civs: Borg, Romulan, & Vulcan (used for minor races)

For the Vulcan file it's location in the pediaicons.txt is the last civ in the list even though it is titled UFOP.
 
Sweet, Tzar Sasha. Go ahead and make the rest. Also, are there Pedia Icons for all of the races yet? You need to make them if there are not.

@Goldflash: CrazyMrLeo made all the leaderhead graphics we need, and TheMorpheus converted them to flc, so yes, we got all :)

but:
- size ?
- do you have space and planets graphics?
- Dominium war?(TNG) or first an ENT era only?

- As the map will be most space (sea) the map has to be huge. For the Sol Sector map I used a map size of 160*160. So I think that should be minimum, maybe even bigger
- We are using Vadus' Space Terrain. You can download it here I'd suggest you download the testversion of the MOD from our homepage (see my signature) and take a look how I built the solar systems
- Dominion War :)
 
Anyone got the mod with all the pieces in one so I can do one download? Including all the graphics, etc?
 
I'll do more Pedia work soon... I'll have to ask you a few questions first, though. What is the Fleet Academy? A Barracks or A Military Academy?
 
The Fleet academy is the barracks equivalent, i think there should be a list of all the civ3 buildings and there ST mod equivalent in "star trek" folder in the main scenario download.

I've got more Foreign Advisor screen Leaderheads completed. Once again they go into the "..\Star Trek\Art\Advisors" directory.
At this point, only the UFOP entry in the pediaicons.txt needs be changed. I believe Kenta'arka will make necessary adjustments as new changes and scenarios are created.
