I'm talking about specific city improvement, so it needs to be something that can be build in every city. I didn't find anything in romulan tech tree, for klingons maybe the prison mine (or whoever it is called in english), just improving production and causes unhappy citizen.
The BotF tech tree would be a good custom tech tree for all races, so we just need a few civ specific techs (for civ specific buildings, recources, etc.)
Do you want to make the tech tree, and civilopedia for techs?

Yeah, a few maps without any special "misson" would be nice. Unfortunately we can't use random maps...so we have to create a few maps from scratch. Those don't need to be accurate to real star positions I think.
Another thing...
What should be the currency? Just credits or Latinum?
What recources do we need? A few ideas:
- Dilithium (Strategic, needed for ships)
- Singularity (Strategic, Just for Romulans, instead of Dilithium)
- Latinum (Bonus or Luxury)
- Wormhole (Bonus, increase trade) ?
- Natives (Bonus (or strategic?) increase production and food) ?
- Iconian Relicts (Strategic, Increase Trade, Needed for Iconian Gate)
