I'd recommend to make Scenarios at first. Then after we've made all of that, we've got all the models relevant to the Clone Wars and Galactic Civil War. Basically it'll mean that we'll get all the stuffs made so we in the end just need to assemble after needs

I think that'd be the best - for not to mention it'll mean we'll only have to release scenarios through the time.
If we keep making campaigns for other eras, and even for the Mandalorians at some point - or the Sith? - then we'll in the end have an incredibly detailed mod with stuffs from all the times we know
To the campaigns/scenarios, I'd say we should try to consider to make our own movies play when an event happens.
Imagine on Hoth. A Hoth scenario. The rebels don't manage to defend the Shield Generator (which here now should be a building in a city

then it'll also be visible from the outside) Then a movie will play where we might've used our own models (since we got them

) and made a brief animation where the Shield Generator will be blown up.
This will bring some interesting features and will reflect events.
Also remember that we should make the scenarios as close to both-side-playable as possible

on Hoth it would be the rebels and the Empire. but both would be great fun to play as
As it was mentioned before, Star Wars Battlefront 2 has a great system to know what's what. I've been modding the Star Wars Battlefront Series for 2 years now

But don't take models from there, okay? I don't recommend it (it's FAR from models useable for this engine.)
I think this is all I've got to say right now xD
As for the starmaps, I think we'll think about that in the end after we've made a bunch of scenarios. THEN afterwards we can see whether we want cities, planets, sectors or such.
Maybe we'll just end up with cities where you simply build up from scratch like in Regular Civ4 but here just in the SW Universe?
