To FNA:
My friend, this is a time of overwhelming change in our nation. We have tripled in size in one turn, and most of the new land is impoverished and primitive. We have to concentrate on improving ourselves internally before we look outside of our borders. We are currently
neutral in your war with Phoenicia. We are sorry, but war is not an option for us at this time.
To Yalta:
We agree, on one condition. The Tblisi Pact will be
independent from any other alliance (Vanguard, Rossiya-FNA Alliance, etc.) and so will not be activated by one of those alliances (IE: Phoenicia goes to war with France. The Vanguard-including Yalta-declares war on France. The Tblisi Pact is NOT required to declare war on France unless France invades Yalta directly.) If this is acceptable, then we are in. Glory to the Caucasus.
New Government of the UFMT
The UFMT is now a Parliamentary Monarchy. It consists of 3 branches of government: the Excecutive, Legislative, and Judicial. It is laid out like this:
Executive
Czar: Monarch of UFMT, but mostly holds only ceremonial power. He does have great influence in the Legislative Branch, though, and can veto some decisions on domestic policy.
General Secretary: The real ruler in UFMT. Holds the executive powers once reserved by the Czars. Must pass or veto all laws. He is the Commander-in-Chief of the armed forces, as well as the head of all executive agencies.
Military Secretary: The leader of the UFMT's army, navy, and eventually the air force. Has no civilian powers in government.
Security Secretary: Head of the National Police Force, as well as the various intelligence services.
Grand Priest of the Orthodox Church: The UFMT's spiritual leader, and leader of the Russian Orthodox Church. He serves as a spiritual council for government leaders.
Legislative
Grand Congress: The upper house of legislature, consisting of 5 representatives from each Republic in the Union. Charged with deciding foreign policy, military matters, international treaties, etc.
House of Commons: The lower house of the legislature. Representatives are chosen by population of their county (not Republic.) Decides domestic affairs, approves governmental appointees, etc.
Judicial
Grand Adjudicator: Head of the Judicial Branch. Presides over the Supreme Court.
Supreme Court: Highest court in the land. Decides the legality of new laws, heres high-level court cases, and tries government officials who have been impeached.
