I've installed steam on my PC, as well as CIV5. But whenever I have no internet connection I can't launch my game in offline mode because it needs to 'update' even though everything is up to date, and when this happens I can't access any of my games because I can't set steam as offline when it needs to 'update'

Is there a way to play CIV5 without having steam on, or a way to have steam start in offline mode every time?

Well, normally Steam will start (after asking) in offline mode when there's no internet connection.
I suppose an update isn't finished yet, so your best bet is to connect to the internet, let Steam finish it's update and then go offline again.

Edit:
Oh, and about letting Steam start in offline-mode everytime:
What you can do is blocking Steam in your firewall. This way Steam will think there's no internet connection and will ask you if it needs to start in offline mode. This way you'll never have to make a connection (unless you want to, by allowing Steam through your firewall teporarily, for updates and such).

Open up Steam. In the top left corner click the 'Steam' drop down. Then click 'Go Offline'. It will restart Steam in offline mode. I believe that even if you exit out of Steam it will start in offline mode when you open it again.

Only problem is it tries to update when there is no update for it to download I'll try the firewall thing though.

Easy answer: No.
The system is screwed up by design, and there's no way to change it.

Totally agree, I was so mad when I found out CIV5 uses steam

I'll test it out, put steam to offline and reboot my comp.. will post results

UPDATE:

If I set steam to offline mode and then restart my computer it asks me if I want to remain in offline mode when I reboot, seems like I fixed the problem but I want to try it out a couple more times to make sure it wasn't a fluke

Civ 5 crashed for me during the intro logos. Had to uninstall Steam and all the games (could copy but didn't copy many), then reinstall steam and copy Civ5 back in to get it working. Bad Steam.

I haven't either but with the large amount of people using it it is bound to break for a seemingly large amount of people. Though it seems to have a lot more problems with Civ5 so I wouldn't be surprised if Firaxis' coding was a bit shoddy.

I don't think that quite means what you think it does in English. Although offline mode desperately needs streamlining.

Well, the system is as it is by design. It's designed to be less than easy to start in offline mode. The reason is they want to know which of their games are still popular, so they'd like to have those statistics. Whether that means it's screwed up is a matter of interpretation. I think it's not as convenient as it should be, but I don't think it's screwed up.

In your Steam Library:

Right Click Sid Meier's Civilization V
Properties
Local Files
Verify Integrity of Game Files

That would scan your installed game files and compare it to a master copy on their server. If any files are corrupt or missing, Steam will only download those files to replace them. This solution often prevents the need to reinstall an entire game.

I've personally never used Offline Mode but I have heard from many people that it can give them trouble. For people who need Offline Mode often, make Steam default to Offline Mode and only go Online when you want to patch.

Well, I think they don't since there are people who feel that's a threat to their privacy. It's sort of a compromise.

Steam's offline mode is incredibly un-userfriendly. There are ways to get it to work but you need to jump through some hoops.

The problem is that if there's anything at all wrong with the configuration (the "credentials" that get saved each time you close Steam) then offline mode is not going to work unless Steam can connect to its servers. For example, if Steam crashed or didn't shut down properly last time you used it in online mode, you probably won't be able to launch it in offline mode without an internet connection.

That's nothing. I actually had to BUY A SECOND COPY of Civ 5 because I couldn't access my original Steam account.

And I have one copy I can't even use.
