I just spent about 15 minutes looking at Steam reviews and I'm not seeing that much of that. Most of the negative reviews mention the UI, bugs/startup problems, or a lack of features (i.e. map sizes, custom setups, small number of civs). Most positive reviews mention the UI being a problem too.
heck, I think even your comment is underestimating how much of a percentage of the negative reviews are based almost solely on the UI. I'd say about 70 or 80 percent of the negative reviews are primarily about the UI, with rest either being the other types you mentioned, or not worth much to me (the ones that are too vague, for example)

The laptop we have can run the game on low. It looks quite muddy more so than 6 on my 10 year old machine (who's card is not supported) I stopped noticing the graphics after a while. It's all in my head now... When I close my eyes I can see the map, I can see my commanders marching against the sea of Ben Franklin's Persian slingers. Someone save me

Does anyone know where the advanced settings are? Like where you can turn off crises, and where you can pick which leaders you play against?

I read that you have to start a game before they appear. Try that - start and quit out.
 
Up and running, but I seem to be missing revolutionary Napoleon.
 
I have him. I believe you have to have linked your Steam acct to your 2K account, and have played Civ 6 since then.
I have it linked since I got the other Napoleon one and I've played Civ 6 multiple times with my account linked so it's a bit odd.
