Stepwell extra housing

When building a Stepwell after Sanitation I'm not getting the +1 housing benefit, and existing step wells don't get the extra housing.

Has anyone experienced this?

Are you observing this the very turn you discovered the tech? If so try checking again next turn.

Unfortunately it still didn't work after several turns.

It must be a mod that's affecting it.

Is the housing benefit to the stepwell (grey star) on sanitation in the tech tree? Those can't be manually changed, the game detects techs that have passive effects and places those on the tech tree automatically.
If it is there but not doing anything that's a bug. If not you could try enabling them one at a time and starting a new a game and checking the tech tree.
