Update 13 - 1000 BCE
Roman soldiers withdraw from Austria. However, they hardly go peaceably. The soldiers, on orders from their superiors and on their own personal initiative, take as much as they are able to from the Austrian population. Many Austrians try to resist and mob the withdrawing Romans, causing almost 2,000 deaths among the Austrian population. Many Austrian villages were burned down to the ground by the Romans, their populations either massacred or, in some cases, kidnapped by the enemy forces and taken back to the Roman Empire as slave or work force.
As promised, all Roman troops have withdrawn, and immediately fortifications began to be built along the Roman side of the Austro-Roman border.
As the Austrian Army re-entered the formerly-occupied territories, they encountered scenes of heartbreak and horror at the devastation everywhere corpses were still left behind, there were signs of active looting, among other things. Though they did not attempt to take vengeance by making raids across the soon-to-be-completely-fortified border, both the Austrian soldiers and civilians will never forget what is being called the Roman Terror. Outbursts of rage are common, and Austrian peasants along the border who survived the Terror heckle the Romans building the new forts, some throwing their farming tools and pitchforks across the border, some of them piercing into the semi-complete forts and others just littered along the border. Almost comically, the Austro-Roman border, previously simply an official, invisible line, is now demarcated by Roman forts and Austrian pitchforks.
In Vienna, the Austrian Emperor is facing some dissent amongst the poor and rich alike. The ruling Babenberg Dynasty may be discredited because of the Roman Terror, even though the Roman soldiers actions were hardly their fault, and a change of government may be in the works if the Austrian popular dissent persists. Amongst the leading noble families that are participating in the Vienna disturbances are the Habsburgs, and if the current family is deposed, they are the most-likely candidates for the throne.
In Rome, in contrast, the things brought from Austria cause an economic upsurge and crowds triumphantly celebrate the success of the Roman Empire.

Dalmatian woes continue...
Roman troops pour into Northern Dalmatia to destroy the rebellion. Villages and small towns all over the province are destroyed, their populations executed or displaced. Only a small minority of the Dalmatians collaborate with the Roman Army, in hopes of being elevated to higher, perhaps even aristocratic and administrative, status in a Romanized North Dalmatia. These Dalmatians are, indeed, rewarded with some money and are thus economically more emancipated. About 25% of the rebelling area has been pacified by the Roman army and Dalmatian collaborators. Realization of the treachery of some of the Dalmatians has prompted the remaining rebels to fight even more determinedly, and to hunt down those that helped the enemy and kill them for their treachery. It looks like Northern Dalmatia will not only be fighting the foreign Romans, but also engage in its own fratricide amongst its own people.
The situation is very similar in Byzantine-ruled Southern Dalmatia, but much worse. Collaboration is considerably less common, so there is not as much fratricide occurring, but the Byzantine army has relentlessly assaulted the Slavs. Within a span of just a few years, the entire rebellion has been absolutely crushed, with massacres of entire villages due to their rebellion occurring all over the place. The Slavland Senate, having no place to run to, was captured and imprisoned. Though the Dalmatians are hardly supportive of Byzantium and the Slavs of Slavland are likewise unsupportive, Byzantium no longer has trouble with a rebellion in the two regions. Some of the Slavs are evoking the Three Great Reforms and their protection and flexibility of cultural autonomy for the peoples and provinces of the Byzantine Empire to ask for mercy and to forestall forced assimilation.
Transfer of a sizeable area surrounding Dubrovnik and going north to reach the Roman border from Byzantium to Israel was a big relief for the Dalmatians living there. Though there are riots here and there in Dubrovnik, Israelite rule is significantly more flexible than the Roman and Byzantine administrations. Newcomers from Israel have arrived, of course some merchants, some immigrants to settle in the area, and along with them Israelite Jewish preachers Konahes. Several aristocrats families who had political clout in pre-partition Dalmatia have readily converted to Judaism so that the Israelite authorities overlook their involvement in the former government of Dalmatia and give them some political influence in the new Dubrovnik. All in all, so far, about 10% of the Dalmatian population in Israelite Dalmatia have converted to Judaism.

Israelite Kohanes have also made their way into Austria, Byzantium, Slovakia, Silesia, Rome, Yemen, Iraq, and Egypt, on missions of converting people there.
Success is varying.
In Egypt, Iraq, and Yemen, they have had little success. The ruling Arabs are rooted deeply in their polytheistic faith. Only 2% of the populations there have accepted the Judaic faith.
More success was met in Byzantium and Rome, the populations there used to the common friendship with Israel that assisted in the destruction of the rogue bastard state of Dalmatia. 9% of the population of Byzantium and 14% of the Romans converted.
Passage into Austria, Slovakia, and Silesia was complicated very much. First off, it was impossible for the Kohanes to enter Austria directly from Rome because of the furious farmers throwing everything they could at the Roman border.
Secondly, some Slovaks in the region south of the Danube which borders Austria and Roman North Dalmatia also reacted aggressively to the incoming Kohanes. Though the Israelites were allowed into the country, only a few people in only a few villages in that region gave them food and shelter during their conversion journeys. This was due to the Slovaks apprehension about anyone non-Slavic entering their country from Rome, Byzantium, or Dacia countries that they particularly blame for the destruction of Dalmatia and that are widely condemned by the Slovaks. Through Slovakia, the Kohanes managed to eventually cross into Silesia and Austria.
Thirdly, it wasnt exactly the best time to bring in a new potential religion into Austria, in particular, which is in a state of fury and mourning due to the Roman Terror, and in Silesia, people generally were not very receptive, either, to the Israelites, because of the diplomatic squabble between the three Slavo-German and the three anti-Dalmatian countries.
Though the governments have allowed the Kohanes in, the people themselves are clearly very resentful about the Dalmatian tragedy. Because of this, Jews account only for 5% of the Slovak population, 2% of the Austrian population, and 3% of the Silesian population.
But Judaism has some footholds in these countries, so with time, wounds will heal and the religion may spread.
Peace between the Dutante Alliance and Portugal has finally been established.
In the treaty settlement, Portugal ceded some northern territory to France, as well as paid 4 economy points worth of reparations to France.

Too bad Portugals troubles are far from over.
Israel has attacked the Portuguese Balearics and Sardinian islands.
Having no fleet defending those islands because the Irish blockade, which left the area literally weeks before the Israelite arrival, destroyed the local ships, the Israelites managed to attack successfully and occupied the islands, disrupting the Portuguese-Roman trade permanently with its seizure of Cagliari. Since the islands are so small, there werent large armies guarding them, condemning them to Israelite capture.

Borneo has been taken by Malaysian troops, after an attempted Nihonese counteroffensive failed and ended up in the Malaysians completely routing the Nihonese and driving them off the island.
Okinawa has also been taken, but with quite a bit of losses for the Allies, but less loss for the Nihonese. Nevertheless, the island was taken. This hardly means that it will stay in Allied control. The local population is fiercely pro-Nihonese and are sabotaging the occupation.
The navies have not battled head-to-head yet.
One would almost think that Nihon was making it seem easy so that it strikes hard late in the war and make decisive, permanent victories.
But Nihon is hardly idle. Its been encouraging Filipinos and Borneans to sabotage the occupation. One of the Filipino islands have revolted openly and furiously and managed to free themselves and defeat the local Vietnamese.
Also, raids have continued on the Fuzhou and Shanghai ports, damaging their economic strength.
A naval blockade of Korea has begun. The Nihonese government has demanded that Korea unite with the Nihonese Empire. The Korean economy has been very dependent on the Nihonese trade, and the blockade of the coasts prevents Korean ships from seeking other trade. Beijing is also being watched by Nihon, so the Beijing government is also not willing to start a land route in fear of aggravating the Nihonese aggression.

The Travancore military has attacked the Mumbai. However, the Mumbai have heard about the Travancore invasion, and have coordinated defense strategies. Because of this, very little gains have been made by the Travancore armies.
More success was scored by the numerically-stronger Navy.

The southern traditionalists have broken out in open revolt against the Emperor. The recent compromise that the Emperor will tolerate traditional polytheism and Quetzalism equally was not enough: these guys want to eliminate Quetzalist heresies.
Caribbean island kingdoms unite into the Caribbean Empire, centered around Havana, years before an Aztec colonization expedition arrives. The Aztecs are greeted with open friendly arms, but its clear that these islands will not be part of their empire.

There were a lot of things going on this turn. I was surprised. Probably more stuff in this single turn happening, in terms of diplomacy in particular, than in the entire NES put together.
But still, I would like to see some more stories. I think Israelite himself did like 5 or so stories throughout the few days between last update and this one. And he got rewarded extra because of that. But seeing more people write more stories would feel much better. I realize school is coming, and for some people it may have already begun, but its not like Im asking you to write books.

ARMY will be divided into:

-Swordsmen (better at offense, short-ranged combat)
NAVY will be divided into:
-Galleys (transport ship; can defend self but not attack; 1 Galley can carry 10 soldiers of any type)
-Triremes (war ship; can attack and defend self; cannot transport)
These are the new increases:

UU increases remains the same as before: 10% of your total Army (if its a land-based UU) or 10% of your total Navy (if its water-based) per Economy point.
Now, to make it so that Population still does matter:
During peace-time, the maximum amount of military you can have for free is:
Army (excluding UU) 10% of your population
Navy (excluding UU) 5% of your population
During war-time, the maximum of military you can have for free is:
Army (excluding UU) 20% of your population
Navy (excluding UU) 10% of your population
If you go over any of those limits, then you will have to begin paying for them maintenance you will not pay per se, but you will lose 1 spending point for each 300 troops (army) and 1 spending point for each 100 ships (navy) per turn.
Unique Units (UUs) are exempt from this maximum rule.
Rounding is done the following way: If youre over the limit by 0-149 troops or 0-49 ships, you dont gotta pay the maintenance. If youre over by 150-300 troops or 50-100 ships, you have to pay 1 spending point for each, respectively.
So if youre 350 over the troop limit, for instance, you only pay a fee for that first 300.
Similarly, if youre only 40 over the ship limit, you do not pay the maintenance fee, since youre within that rounding range.

I will add the Maximum lines to the stats for NPCs (I have already done so for you smart humans
) by tomorrow. I will update the Maximum lines according to your peace or war status, so if you look at the stats, you will only see one Maximum line per Army and per Navy instead of two being right there for you to look at. I do this because a) Im lazy, and b) it would be way too much work to do all those calculations for things that, for the moment, are not even in use at all.
So technically NPC stats arent done. But really, the only thing thats missing from there is their Maximum numbers.
On the Economy stat the maintenance fee will be represented as subtracted from your spending point number, much like with trade route bonuses, there is an added number.
So for example, if you have Stable 3/0/4 Economy, and 1 maintenance fee, then your stat will be Stable 3-1/0/4. This means that you only have 2 spending points left to use.
Your maintenance fee can get as high as the number of spending points you would normally have without consequence (other than, of course, that you would not be able to spend on anything until you grow your economy to allow for spare spending points).
If your maintenance fee is larger than your initial, pre-maintenance spending point number, then unfortunately your military disbands by as much as it needs to disband to restore a balance.
I know it looks like a lot for you to remember and that it looks very complicated and like its a lot of hard work.
But trust me, when it gets right down to it, I am getting most of the calculating work. So dont fret. 
Feel free to ask questions and I will answer about this.
Until Saturday evening, I will be accepting PMs from all you regarding how you want to split up your respective armies and navies (ie, how many Spearmen, Archers, Horsemen, galleys, etc. you want). Whomever does not PM me about their desired Army distribution will just get stuck with whatever I see fit.
That whole rule thing will be posted in a separate post (one that was reserved at the start of the NES) on the front page, cuz it probably wont fit on the official Rules post.

I had planned for more things to happen to more nations (NPCs, for the most part), but I decided to save some of those for next update, so that the next one isn't boring.
I want to update on Monday. That is
the last day before school starts for me. So, please, get stuff in ASAP by Monday 10 AM Central US Time. If I do not get enough orders, update will not occur until either the middle of the week, or even as late as the weekend. Once school starts, updates will probably slow down to the point of being done only on weekends.
