is there any way to reduce a city you have captered from revolting other than putting 10 units in the city. obviously doing this will slow down offensive

your own culture eventually stops the revolts, but it is a slow process or wiping the AI completely out will work too.

if you don't specify otherwise (option in custom game), you can't lose city to former owner through revolts, so it is usually annoying but not gamebreaking
(well except revolts in your shrine city ;-)).

I usually don't make big headach of this.

If you're on stomp and vassaling AI's then it's good strategy to gift cities back if you have enough own cities to continue the stomp. That can vary game by game of course.

Are you referring to the initial revolt which happens when you first capture the city? If so there is no way to stop it, including garrisons. You just have to put up with it.

If you are referring to subsequent revolts due to enemy culture then the best solution is to continue the attack and eliminate the cities which are causing the trouble. As you point out garrisons are simply not reasonable and other methods won't work until you have some of your own culture in the city. If the enemy culture isn't too bad, running an artist or whipping a theatre or a library can work. That's often a good idea anyway.

As far as I remember a culture bomb by a GA stops revolts (including initial revolt). Probably not worth it in almost all circumstances.

That's wrong. Having more than 50% of the cities culture stops the revolts. If a city has 30k culture, an GA-Bomb will not stop the revolts.

If it's a desirable border city the AI built relatively late, you can do a massive spy culture bomb on it, to siege pound it and capture it on the turn you declare war (and then send in mounts to strike another layer deep; this is particularly effective if he stations his SoD on the border and you take it out instantly. :D). This way, if you have to end the war prematurely when he brings in a friend, you have a strong cultural base and a new border to hold.
