... so you turn hell terrain off entirely - instead of removing sanctify (which has no use if you turn of hell terrain anyway..)
Actually, I use sanctify all the time to clear city ruins which lowers the AC.

if you are trying to lower the AC that won't work. If you are trying to prevent someone from doing so it will work.
Ocean: boiling seas, blackened waters, soiled depths
That would make the seas look just as horrifying as the hellish land!
