I wanted to ask why, in screenshot 1, Mogadisho is not afraid of the scout at all, although Melbourn is afraid of the scout. And it is required to move the scout close to Mogadisho so that tribute can be demanded.

But while looking at the screenshots, I realized that the city-states are only afraid of what they can see and the scout is invisible to Mogadisho behind two hills with a forest. Now the reason for changing the strength of the threat when maneuvering the fleet around some coastal cities is clear, when there are forests and hills on the coast.
