An aberration of nature
Use spies to find where his units are concentrated then nuke them. Find his highest production capability cities and nuke them. Your only advantage in this situation is nukes, so use them liberally. How many cities does he have? Build two tactical nukes for every city that can be reached by tactical nukes. Then build 4 IBCM's for every city that can't be reached otherwise. Then drop those suckers on the cities. Whatever is left after everything has been hit should be used to deal with any counter attack he can still make.
