One thing about the governments though. I think it should be Social Democracy with least corruption. After all, all Nordic countries have Social Democratic governments, and they all lead the least-corrupted nations list (Finland being #1). The other democratic governments could be more productive, at least in terms of commerce, but Social Democratic would benefit from lower corruption and happier citizens.

Sadly, nope. :/is it possible to add a senate function like in Civ2 to the democratic governments to limit their warmongery?
