The mighty USM, defacto ruler over the entire central Americas, and parent nation of the South American nations; has become stagnated, and lost its way.
The fine tradition of democracy which the USM once upheld has been lost to a dictatorship on many occassions, and on those occassions the return to democracy was only facilitated by the Kramer Associates.
When the dictators who would rule the Americas realised that the Kramer Associates Corporation would never stand for their total control of the USM. So they seized all Kramer property and assets within the USM, totalling roughly 20% of Kramers total assets.
"President" Mercator has been assasinated, and the army has been displaced as the rulers of the USM.
President Mercators, formerly believed to be, puppet ruler, Juan Dominguez, turned against Mercator and fed him to the wolves so to speak.
With the death of Dictator Mercator, and with a little assistance from sources in the CNA, President Dominguez is able to take control of the nation with relatively little bloodshed.
His first act as True President of the USM was to declare the perpetual state of Martial Law which mercator had held the nation under to be over, and he brought the leaders of the Armed Forces before him to swear alliegance to the President of the USM, and the newly formed Federal Council(Senate).
His second act was to order a reform of the USM constitution so that never again would a dicatator come to power in the USM. This Federal Act gave the Supreme Court more power to pursue matters of Justice even against the ruling regime; it also set up a second house of Government to counter the power of the Federal Council and the President, the House of Representatives.
Following this act he created a local Government act, setting up local state Governments in the individual states of the USM.
The Government structure of the USM now exists as follows:
President - head of State, elected by the People every 5 years.
Federal Council - A House of Government acts as a check on the power of the President, it is not an elected house, its positions are filled by representatives of each State Government. The positions are rotated every 5 years.
House of Representatives - The third check and balance for Government, a body elected by the people of the various constituencies in the USM. Elections are every 5 years.
Supreme Court - Final Government body. Final check and balance. Not elected. Positions are appointed by President, approved by the Federal Council, and then ratified by the House of Representatives. Postions are life long.

I would have to say this is being postponed until Mexican NES decides do die. Which wont be for a while I hope.
