Stupid scenario stuff

I have currently been playing some kind of ww2 scenario, on a cool euro map, with all the other enchantments made by the scenarist - different units, various tanks, you get the picture.
I was under the influence that the Axis should capture Paris in like some time, but they never do. I think the scenarist gave the Axis a big warfare advantage, but the AI is simply to dumb to comprehend - it goes for single units, tries to take Geneva - total stupidity.
So, how do you make the AI smart in a scenario? Can you tell it where to fight?

Not as far as I know. When it comes to the intelligence of the AI, what you see is what you get. Theoretically it will be 'smarter' in Civ III, so maybe it will behave better then.
 
Loaf is right you can't make the AI smarter (not that I am aware) but you can make it appear smarter in a Scenario by the way you set things up. The first time I played Paul Hanti's Scenario T4srgold (set in the middle ages involving the Turks, Byzantines, Venetians etc) I must admit I thought he had found a way to tweak the AI because my computer opponents seemed to play so much smarter. He hadn't of course, it was the whole way he had set up the Scenario, abilities of units, strength of different Civs, use of events etc.

Btw I strongly recommend this Scenario, particularly if you have an interest in this period of history.

I would suggest you have a look at the forums devoted to Scenario building - there are some very good Scenario designers lurking about who will be able to give you advice.
