Stupid, stupid question

that I can't find the answer for, using searches or just looking in my game itself.

CiV has downloadable civilizations like Spain and the Incas. I have NO CLUE how to access this material! Where is it found? What's the procedure?

It ought to be obvious and it probably is, but I still don't get it.

You buy them through Steam. I forget the prices. Just go on Steam and do a search for Civ V products, and the DLC (downloadable content) packs will come up, too.
