Subscribed mods not showing in mods-screen

I've got a problem with downloading mods with CiV+GK, version 1.0.3.18.

I've subscribed mods from the Steam workshop. That should make the game automatically download them, right? But they don't show up in the mods-menu of the game. There is nothing. Of course I've tried restarting CiV. Steam is installed in C: -drive.

Further investigation:

I opened the "subscriptions"-menu from the Workshop. Then I checked "incompatible"-tag and it showed that all my mods were incompatible. I really wonder how since many of those mods (I've loaded mostly scenarios) say that they are either for GK or that they will work with any version.

Any ideas what could be a problem?

It should work in theory, but in practice there is never a smooth transition.

More investigation:

Mods aren't shown as incompatible in workshop menu, they only become incompatible in the subscritpions menu.

I tried manual download. I downloaded a .civ5mod-file and threw it into MODS-folder in My Games. Mods-screen still doesen't show anything.

The correct extension isn't .civ5mod, but .modinfo. I'm no expert, but try unpacking that .civ5mod file with something like 7-zip, I think Steam often doesn't manage to unpack the files right, forcing us to do it manually.
