Suggestion - Covert wars

Since there are units in civ 4 that can enter opponent territories without declaring war i would like to see the feature that would allow players to attack those units without declaring war. The decision would be on the attacked party.

Example:

I spot a sub in my waters and it belongs to my rival. We dont have open borders and i dont want to have him snooping around. I issue an attack command. A popup comes - Declare war, Defend territory, Cancel. If i chose defend territory no war declaration happens but the attacked party gets a message: Your xxx unit has been killed/destroyed while scouting yyy player. What is your action: Ignore attack, Send a warning to the attacker, Declare war.

I think its clear why i suggest this. If it isnt i will explain later then.
 
Privateers can't do much about Subs.

In Civ3, I made diesel Subs hidden nationality and pirates upgraded to them. I think it worked well that way. In Civ4, because diesel Subs can carry Nukes, it's a bad idea for gameplay reasons. One of the big challenges to a navy is identifying whose subs are whose, or even if there is a sub out there. Diesel subs hide better than nuclears, when they're running on battery, and 3rd-world navies invest in them heavily as a way to defend themselves cheaply. It's a wonder they aren't used for piracy more often. They probably will be before too much longer.
