I started a new game, and I wanted to get away way from my typical pangea setting so I went to archipelago setting. Map size is standard, temperate setting, and 5 billion years old. I choose Byztneia as my civ and have max for the other civs.

I started out a a very good island, and used suicide curraghs to quickly find my competors. I also beelined for the Great Library. Most of the Civs I met although very isolated still had a strong technological stance. I got the Great Library and was propelled to the Middle Ages. I moved to Republic and got my golden age the same turn. I have 80% tax and 20% lux, pulling in about 150 gpt and have over 2000 banked. I declared war on Egypt who is gravely behind technologically though I am still having a bit of trouble setting up a good beach head.

It has been a very long time since I have gotten an advance from the Great Library. China is the tech leader with a two tech lead but none of the other civs have any. My dilema, should I use my cheap librarys and get a huge tech lead, or just lay back and let my banks fill up knowing eventually the AI will get there.

Since it's an archipegalo, i'm guessing there's alot of water. Because of this, it'd be quite hard to attack the AI with much conviction. Don't bother waiting for the AI's, just go straight for Magnetism (for better transport), cept take the bottom part of the tech tree first. Then you can trade for education with China, and build Universities :)
The AI is inept on archipegalo maps, you should take advantage of this. Get some SGLs :) (there's no point going a scientific civ if you aren't going to take advantage of its abilities)
