I have a question (or possibly a bug?) regarding Persia's unique desision:

Reward is building Satrap's Courts in half the time (in addition to the happiness), but it requires already having Satrap's Courts in all cities? Is this a tooltip error?

Founded by the player. The decision encourages empires formed by conquest.

Got it. That's probably a pretty minor boost in that case but the decision is really about that extra happiness, which is worth getting in itself :) I just wanted to make sure since it sounded sort of redundant upon first look.

Is there any chance of changing Spain's decisions? The Caravel one is nice...but unfortunately can't be gotten on a TSL map. Is it possible to make the caravels and admiral appear in a coastal city?

The other one's a bit weak, IMO. I would change it to -50% faith cost on inquisitors.
 
When playing as Carthage, I can't seem to find it's unique decisions under the decisions tab, unlike with for example Spain. Is that a bug, or haven't Carthage's decisions been implemented yet? Thanks!

It's planned to move Spain's decision to a event for Genoa, Spain and Portugal. Isabel will like receive a new decision entirely.
