That's most likely Religious Unity rather than a bug. It's set to '1000' in GEM.

Thing is that CS was 330, another CS was 110, and India's cities where 60+. So how the hell is that one CS so high? Closer the cities are the bigger the number?

Had the same problem, was also a CS. It had about +260 Pressure, however the AI cities were 40 - 70. Don't have a log though unfortunately, if I see it again I'll grab it.
