In my experience, identical twins are generally no less different in personality than any two normal siblings despite having identical genetics. I know two pairs of identical twins fairly well, one from high school and one from college. In both pairs, there is an outgoing twin and an introverted twin, so I don't think the situation is as unlikely as you all seem to think.
Generally, twins, both identical and fraternal, tend to develop into one being dominant and the other being the follower, which might then reflect into one identical twin being extroverted and the other introverted.
