Switching to Civs when allowed?

I play as vikings and tried to switch to French but the popup doesn't appear. I couldn't switch to Moors or Spain either, neither the popup showed. Is there something that prevents switching? I had a lot of cities in Spain and France, however i played before with vikings and you can switch to English. Earlier I could switch to Indonesians so it is possible.

Else is there a way in the WB to switch to another CIV? Cheat option invalidates your UHV.

You can switch civs by using ALT + Z

I think I've run into this problem too. It seems like sometimes, certain civs won't give the pop-up to switch to them when they start. Might be good to report it along with a save to the bug thread.

Ah that explains it however, does that also apply to a Viking city in Spain and Portugal not being able to switch to Moors?

But the "Unlimited Civ Switching" option in the WorldBuilder Game Options removes that restriction, right?

I often switch to nearby civs, so I can only assume that this cheat option is the reason for that. In my recent games, I switched from a few rounds of Viking buildup to HRE, then enabled Unlimited Civ Switching, and switched towards Prussia.
Similarly, I did all kinds of nearby-switches in the past: Greece-->Russia; China-->Japan/Korea; Harappa-->Persia (Tamils+India is planned).

The ALT-Z doesn't work for me unless I turn on cheats and that voids the UHV achievenement.

It doesn't. It only removes the restriction that you can only switch once.
