Another thing that came to mind is that the AI has been known to use the carrier for rebasing units and not keeping units permanetly on them. You might consider flagging all fighters to be able to use carriers not just the ones traditionally associated with them. Also the US was known to load carriers with army fighters ar different times and fly them off the carriers to occupy new bases beyond their range normally or in the case of operation torch to have an air force ready in place as soon as airfields were captured in africa.
