The Secretary of State is a member of the Triumvirate. The Secretary of State shall have control of the Foreign policy of our nation with the exception in the Declaration of War/Peace/Alliance and the trade of cities.

Please submit nominations for the Secretary of State in this thread and Accept or Decline any nominations you may receive. Self nominations are allowed. Citizens may only run for one elected position.

Nominations will close and elections open 00:00 GMT on the December 29 (7PM EST/6PM CST December 28).

I nominate Ravensfire

I'll nominate CG. This is a good position for someone who's new to the game. Declaration of war/peace, and city trades (in fact, all trading) is pretty straight forward in Civ4, unlike Civ3.

Well, I do agree with CT on this one and will accept.

I'm FA in Civ 3 DG for like what, 5 terms, and you already forget about me? ;)

I nominate myself and accept! Good Luck CG!

so...any questions?

well for the first term theres a large chance you wont have SO much to do, but what are all the candidates opinions on how we should play the forthcoming game? should we be isolationist? or sign open borders with every tom dick and harry?

Since religion is a major part of how foreign nations judge us in Civ 4, I will plan on signing Open Borders with nations that share the same faith as us. I will try to make friends with several nations, as Open Borders greatly increases the AI's attitude towards us. I will however not sign with an agressive neighbor who is close to us and is sitting on land we would like later. With me as the Secretary of State, our nation will be strong diplomatically in the eyes of our neighbors. :)

I beleve that we should sign open borders with only our nearest nations. But we should not open our borders with other civs that have an aggressive attitude twards us, especialy if they are next door to us. Religion will play an important role in how another civ looks at us. I will encurage the signing of an open border treaty with another civ that shares the same religion as our state religion (if we chose to have a state religion).

would it not be a benefeit if we are looking at future land to sign open borders wo we can scout his/hers out first?

to all candidates, what would you bring to this ministry that someone else wouldnt?

If we are next to Ghandi, of course an Open Borders agreement would be great. But if our closest neighbor is the Mongols or Aztecs, then I wouldn't risk it.

I accept the nomination. I will try to advice with the best of my Xenophobic capabilities.

Questions for candidates:

One thing we are likely to see early in the game is demands to stop trading with other civs (typically whom we have open borders with). Another possibility is demands to change our civics or to change religions. How would you approach these types of demands?

A situation where Civ X asks us to stop trading with Civ Y, would be handled on a case by case basis. Say, if we are getting lots of money trading techs to Civ Y, but Civ X wants us to stop trading or they will cancel Open Borders with us. That will depend whether the gold is worth losing a longterm ally on a strategic and tactical basis. If Civ X wants us to switch civics or switch religions, I would probably reject their demands. If our people decide on a faith, why should we change to suit another civilization. If they want to change civics, I will wage the benefit of the civic change vs. the popularity points we would gain with Civ X. I will always do what is best for our nation, and think out every decision I make.

Vote greekguy for Term 1 Secretary of State!

To everyone, how would you go about making decisions?
discussion threads followed by polls? in which case would this be for every tiny thing, or for just large things?

question: what are your trade policies; isolationist (minimal trading), trade for everryone (trade anything and everything or only creme de le creme trades (only deals where you would suck the AI dry)?

I'm reposting this question because it was lost:

Why not have Open Borders with Civs like Japan and the Aztecs? They can't attack us the way they could in Civ3, in the event of War their troops would be removed. Open Borders gives us the ability to scout their territory.

I would setup discussion threads at the beginning of the term to allow for general policy discussions and start threads throughout the term, when they are needed. I would then make polls for those discussion threads, if a consensus is not reached during the discussion.
