Ok. What in God's name am I doing wrong YET AGAIN this time?! :mad:

I'm trying to create an interstellar contact scenario similar to the extended original game.

But instead of discovering a language tech, I want to use the completion of the SETI wonder as the trigger for allowing negotiations with the aliens. The problem is, I want *everyone* to be able to talk to the aliens, not just the civ that built SETI, but the damn thing just won't bleeping do it!

On top of that, it doesnt't even wait for the wonder to finish building before beginning the 5 turn randomizer. :rolleyes:

EDIT: And yes, I researched the heck out of how to use masks and flags, so I actually put in the effort into it, unlike the last time I posted this thread's title.
