THe question is would there have been some more gpt in the deal if you had turned down the optionals?
Usually there will be and in the situation we were in the money would always be nice to have. I may try to push Germany into the IA and use the optionals to buy a tech from them, though, so there is still some value there.

The geopolitical situation is starting to get interesting with the Koreans and the Babylonians taking apart the Ottomans and the Persians getting weaker.
As I look at it we need to get to Industrialization and RP before dismembering Babylon, though the timing will depend on how successful we are at thieving technology. Korea and Babylon have an MPP BTW.
I tried to get some value out of the MA optional by gifting Bismarck into the IA but the dumbkopf drew Steam Power. But the Babs have isolated him to the little two city island west of the big island, so I will probably crush him before the Babs do once the Treaty is up.

Not much to report other than stealing Nationalism, upgrading muskets, building cavalry and irfles and rushing some infrastructure as needed and trimming terrain. Washington, Agade, Detroit, Chicago, New York are set up to do 3 turn rifles or cavalry. And once Industrialization and factories come in will do 2 or three turn infantry handily. Atlanta is close to the 27spt needed.

The real interest is what you will find on the diplomatic front. The Babylonians and the Koreans are in a MPP war with Ottomans, started by Korea some time ago. So that needs to be taken into account when the next round of technology acquistion starts. The Persians only just acquired Steam Power and appear to be the laggards now that Germany is gone.
When the Babylonians had isolated Bismarck to the island with New Berlin I put troops ashore and waited for the Treaty to die a natural death, then declared war and put Bismarck out of his misery. The Babs were going to do it anyway.
So what do we do next? We have trades running with Korea, our people have a hard time living without their incense, so war with Korea will cut into our cash flow. The next technologies we need are Industrialization, the path to Replaceable Parts and Espionage. Communiism can be bought for a very small premium over its steal cost from Ottomans, and for a little more from Persians. So who do we want to boost, Osman or X-man, or do we want to boost them at all?
Korea has now acquired coal and is poised to assume the KAI (Killer AI) position, though by going Fascist thet are wasting what advantage they have. The Korean coal is located on our land mass in the borders of the little town in our SE.
Nonetheless I would not be inclined to feed them gpt or luxuries.
Persia and America are the only representive governements left as all others have gone Fascist, so paying them cash will not result in masses of rushed troops.
Do we want a People's Republic? It will do great things for both cash flow and technology acquisition. I would wait until after factories are built where needed as I don't want to give up the cash rush for infrastructure quite yet. Though most of the needed buildings are in place.
So, support the Ottomans and the Persians, deny resources and luxuries to the Koreans and the Babylonians?
If our goal is space we will need to be ready to seize the resources needed. If our goal is domination then we need to make ready to take over the continent and stare down the Koreans.
Overall we are in excellent shape to choose our victory.

Definitely Communism. With a courthouse a city is looking at 27% corruption. Factor in a police station and we should have fairly low corruption. Lately Ive been using Communism more (both SGs and solo) and am amazed at just how great of a government it is for large empires.

Ottomans remain a player. They have a viable city count (16) and a pretty reasonable economy, despite the conflict with the Babylonians and the Koreans. And they still control the needed strategic resource (coal), though they lack a military resource, saltpeter. So, unlike the Germans and the Greeks, they still have a role to play on the world stage. A lot will depend on what happens in the next set, however. If the Koreans start rolling over them then the assessment of their value changes.
There is a risk in offering the Ottomans per turn deals, for if we are unable to complete them because they get wiped by Korea then we will lose our trading reputation. So, should it look like that may happen while we have an ongoing trade deal with them, give them a town on our land mass, protected from both the Koreans and the Babylonians. That arrangement is only needed until the transition to the Modern Era, should things go really badly for Osman.
Communism is a really, really good government when you get past 2x OCN. The only downside is the pop rush rather than cash rush for units but if your core is productive enough then you are buiding what you need in 2 or 3 turns and that's good enough. And by the time we get to Communism then we won't be needing to rush infrasturcture anyway as it will all have been built.

It is only 200 shields IIRC, so the pre-build can be a university that will finish on the turn right after the revolution ends.
Just don't forget about the Bab/Korean MPP! You could blockade the Korean town with ship outside their borders. That will not trigger the MPP even if we are at war with them and it will deny them access to the coal as the shipping lanes are closed. Then when the time looks right, declare on Babylon, and sign an MA with the Persians.

If we give per turn payment for technology, or ship goods for lump sum, and the Ottomans are eliminated by a rival, our trade rep gets hurt. If we are trading for goods and everything is per turn (our spices for their installment payments and there was no lump sum payment, or their incense for our saltpeter, for example), then there is no reputation effects should the deal collapse due to elimination.
