Doctrines in HoI2 work giving bonus to the units, my idea is something different.
There would be two different "tech trees" one for tecnology and one for doctrines, the "research" for doctrines would be done by buildings like barracks and war academies and maybe by a officer specialist (i'll explain a alternative system using specialists in the future). The idea is that doctrines represent the organization of the army, so when you research, for example, Bronze Working you receive a basic unit and must research doctrines to have a more organized (and strong) unit, this can take different paths (when you take a path you can't go back), so creating nations with very different armies. In the above example maybe there's a Hoplite Doutrine(Greek cities) and a Elite training Doutrine (Alexander), and some other paths, they could lead to other paths and other decisions, in a normal game every nation would have a different army and a more organized force with high manpower could even win a technological superior army (Genghis Khan anyone?)

I don't believe I can really help out with this mod though because I have no technical experience.
Also; I have to say I've been so desperate for the bridge/canals since Civ 3. In world maps, I grew tired of having to raze any cities in North East Africa that might prevent me building Suez and allowing me to actually get ships from one place to another without having to go across the entire coastline and I was irritated that I could never bridge that gap of one coastal space.
I suggested in Fall from Heaven that perhaps a bridge could increase commerce from tolls but slow down naval movements. Bridges could also be razed by other nations which would do a number of things to the unit that razes it. (I'll have to look up what I suggested on FfH; I can't remember) Artillery could also destroy bridges (in good old fashioned Red Alert style ^^ )
Likewise, I've longed for Rebellions and proper Unrest for a long, long time.
If I can do anything idea-wise, let me know. I'd love to be a part of this if I can be.
Edit: Oh, and on the note of food, perhaps excess food could contribute to unit support costs? After all, the military will need to get supplies somehow.

Units could cost food. For example, if you build a unit that costs 10 food, 10 food would be taken away from your city's food bar. If the city does not have 10 food, it would lose one populationpoint.
And if you would build all your units in Athens, people in Athens would become angrier (more war weariness because they might have lost their relatives) when Sparta, thet hasn't suffered at all wouldn't become so angry.
