The AI and it's cheating ways...

The AI doesn't cheat pretty much as a rule. If something happens that is out of the ordinary, then it's a bug, not a cheat. For instance, some people (including me) have experienced the AI attacking with two units from within a city. But if you position your units correctly (new siege unit in a city firing, and then another siege unit with nowhere to go, IIRC), then you can do it too! It's not a practical difference, but then the question is, so what if they were cheating? What does it matter? It would be just another way of artificially making a level more difficult, and partially making up for the disadvantage of not being a human.

No problem as long as the player is aware of it so they can make their strategies accordingly. But at least these bugs wouldn't generally change the player's strategy much, compared to, say, all AI having Japan's UA and the game not telling you.

This reminds me of Fire Emblem because every game seems to have one or two levels where enemy "reinforcements" come in right next to your team and attack on the same turn before you can do anything about it, and the game makes no warning at all that this will happen. Civ 5 doesn't have anything like that.

The AI should fallow the same rules you have to fallow in combat or else you have a cheassy feeling .. You basicly aren't playing the same game
 
AI always cheats. Its pretty much an accepted fact that the AI can pull units out of its ass instantly and attack right away.

No, it can't. I have seen many odd things out of the combat AI like having it attack twice from the same square on a given turn but I always found out how I could do the same thing in the right situation. (Spawn a new ranged unit in a city, attack with both it and the current garrisoned unit, one of them will teleport out at end of turn.) The AI cheats by getting more production, happiness, science, culture, gold but it plays by the rules when it comes to combat.
 
I fully agree with the comment on Emperor. I find it is the most balanced and fun. Immortal and Deity aren't more of a challenge, you just have less options to win and it's very formulaic. I find a standard map on Emperor to be consistent and enjoyable.
