The Belgian Revolution Scenario

Da3dalus, the map looks fantastic! I have all the new units finished, along with complete civilopedia entries and am working on the various Wonder-producing Wonders. This is taking a while, since I need to make sure they are added in the correct order in the editor as well as the text files. There is a total of 30+ such Wonders to put in. I am using the generic Barrack pcx's but am trying to find something better to use. After that, I need to work on the tech tree, but that is fairly simple.

Each nation will have a starting army according to each at the start of the Ten Day Campaign - thus around 30,000 troops for the Dutch, or (at a ratio of one unit=a battalion of 500 men), roughly 60 units. I am trying to determine a good rate of Wonder-produced units, as they can't be produced too fast, yet they need to be able to replenish losses from the starting forces.
 
Something you can do is to have one specific government for each civilization in game.
This way, you can get change the resistance modifier.

Like if a Belgian city is occupied by the Dutch government, make it +50%, while if a French occupy a Belgian city, it could have only +10%.
