It looks great so far, but here are just some ideas off the top of my head:
1. Special unit: '49er (gold miner, not football player); works like an Indian fast worker (possibly builds mines instantly?)
2. Wonder: TransAmerica Pyramid
3. Wonder: Alcatraz
(can you tell from these wonders that I'm from the S.F. area? )
4. Special Tech: Retrofitting ; somehow making buildings better.
5. City: Rohnert Park
6. City: Mariposa
7. City: Merced

SLO is becoming one of my favorite towns, right behind San Diego, the greatest city ever. I'm from bakersfield though, so everything is nicer than here.

More on topic... For the future expansion pack, a good Unique structure would be the UC system. That or agri-business or silicon valley.

UU... I like the Californios, actually, they were very effective Cavalry-men.

Wonders: Yosemite, that's a no-brainer. Also, Silicon Valley, AT&T Park, Disneyland (wow, that's too obvious!).

Starting traits: Creative (come on! Hollywood, Disneyland, Silicon Valley, etc....)

Alright, its about time someone did a California Civ. California born and raised, greatest state of all time, and, personally, maybe the greatest country as I would like to secede from America and get the California Republic back up and running. Back on topic, I've got a suggestion for a city, and as you've said you've already have a huge list of cities but what would make me feel really proud of my home town (born and raised), would be to add Corona. Corona is the best city ever and is the pinnacle of California's economy and religion. Corona's history is a deep and amazing one, maybe if you read this http://en.wikipedia.org/wiki/Corona,_California you'll understand. Sure Corona may be apart of the Riverside County but my patriotism for my city is great. On a side note if you could, make a different mod in which the mighty SOUTHERN CALIFORNIA and the other... ugh,... northern california are two different civs. This way I can kill the unworthy northerners. Thanks.
