Well, now that I have had a day or so to get back up to speed, I want to post the following recommendations for our Culture Ministry. First, I am happy to report that most of the cities on previous lists have in fact completed universities (Abydos, Alexandria) or soon will (Elephantine 1 turn, Memphis 3).
Since most of these will require changing build queues, I am going to also send some of these recommendations to the different governors. Here is my proposed priority of cultural buildings, and approximate time to completion or cost to rush if we switched right away.
Paville Library 39 turns Cost 156 (-4/turn)
Justinian Temple* 10 turns Cost* 216 (-24/turn)
Macao University 11 turns Cost 288 (-28/turn)
San Fran. University 17 turns Cost 332 (-20/turn)
Chondote Temple 58 turns Cost 232 (-4/turn)
* Justinian also needs a university, but a temple is initially cheaper. It has no shields accumulated at present, and should build at least one turn before rushing.

The total cost of the first three projects is currently 664 gold. After four turns the cost is 440 gold. This may well be affordable by then. Since it is now 1360 AD I suggest asking for an allocation of 440 gold for the year 1380 AD. That would allow these three improvements to be done this coming turn chat. It should also allow us to keep our 1000 gold reserve and the 740 gold for upgrading our riflemen to infantry.
