No they didn't. And it wasn't a subject of propaganda because it wasn't reported in the first place.

Newer make the mistake to underestimate the effectivnes of saying nothing.
 
The UN and AP do only what they do in real life. "Declare war on ..." "Don't trade with ..." etc...
So are you saying they have more power in the real world?
Or that they need stronger resolutions?
 
Some modern pirates would be great (modern destroyers?) and UN sanctions against the rogue nations if found out...
Also, maybe after x number of nations get nukes the others would get sanctions voted on them if they try to build some (not so unreal nowadays).

Though trade blockades obviously have very little effect in Civ, but RFC's stability system would account for the disruption in trade...
 
From my experiance naval trade blocades can do miracles to costal civilisations that do a lot of trading like Japan or Mesoamerican civs.

For the nuke thing, we already have that in the form of the Nuclear Ban Treaty. By the time someone thinks of passing it the largest civs will usualy have nukes and most of the smaller ones won't.
