Summary of the 9th Difficulty MOD:
(1) AI requires 50% of the flasks of the human player to research a new tech. (On Deity the AI requires the same amount of flasks as human players.)
(2) AI has 3 startup combos consisted of a Settler, Worker, and Warrior. No free Scout. After extensive testing I find that half of the AIs simply FAIL without startup workers. (On Deity the AI only has 2 startup combos. Dieyt AI Workes at 200% efficiency of human Workers. Now they are at 225%!)
(3) Cancel most of the AI's explicit advantages, such as the bonus against barbarians, population growth bonus, 4 free startup techs, and the notorious unhappiness discount. The AI WILL do very well despite many players' worries because they don't have huge population anymore.
(4) AI's discount on training and purchasing units are enhanced to 25%(up from 50% in Deity).
(5) AI's gold is purposely largely reduced to slow down human's growth. AIs now pay the same maintenance fee as humans on buildings and units (they have 50% discount on Deity).
(6) AI can afford 60% more units without affecting their cities' production (50% more on Deity).
(7) Barbarian range increased linearly from Immortal and Deity to 9 (land) and 22 (sea).
All other settings stay the same as Deity.

Some quick instructions on how to install:
First, put the mod folders into your game's MOD folder, such as:
C:\Documents and Settings\My name\My Documents\My Games\Sid Meier's Civilization 5\MODS
Enter the game and go into MODS. Activate these mods and start a new game.
In Advanced Setting, Difficulty, go the bottom and choose "Difficulty X".
If you go back to the simple menu, the "X" icon should correctly appear.
Important - must read:
When you LOAD a game under this mod, you have to load the game AFTER ENTERING MODS from the game's main menu. You should see that the save's difficulty icon correctly displays "X". If you load the game without entering MOD, the game will only display a "?" for the save's difficulty, and will suffer a very serious crash on loading.
