The Internet project

Without doubt The Internet have enormous global effect on the humanity and the majority of the first world people can't imagine life without it. Though Civ4 vanilla's version of project "The Internet" have an effect just for one civ and this effect is just about tech. May be changing this would be great?
For example: Every city in the world gets +25% and +25% with electrical power. (Reqs Telecommunications and Telephone Network national wonder)
What do you think? What should it be? Should it stay the same?

Yeah, it needs to be redesigned or perhaps even removed (make it a tech instead). On my todo list. I haven't really explored what is and isn't possible with projects yet.
