That is the thing that caused me the most trouble when I jumped to emperor - all the freaking disorder. it's something you don't worry about on chieftain, cause it takes so long for it to happen...

You can also look at some medium level, disorders are can easily be avoided.
And with the city governor, it can be avoided at all levels.
