The mod of mods. An interesting suggestion

That's just the thing, it wouldn't be the whole community, just whichever modders want to join. They decide among themselves, if necessary , a council and/or leader, who debate and choose what they want to include from other mods and add in new. It could be something like each councilor presents two and they vote to keep five. That would be up to them.
This could happen.

Lemon, cool. Bat is like bug part 3, with 1&2 included.

Another thing that definitely must be added is multiple production and research. It is more realistic and efficient, even if hammers and beakers do carry over in normal games.

+1 to this. I play epic/mara games, and this little gem greatly improves gameplay IMO. additionally, I wouldn't mind seeing the Advanced Diplo option available as well, as this helps out the diplo part of the game.

I think nukes need attention they are underpowered and ICBM's just give the weapon a bad name :D Let's give it land destroying power ! Way cool and well realistic :D

Real nukes can't do that, not on the scale of a single tile in civ.
Well I would not argue with that. One map square must be a lot of terrain square kilometers especially on a small map but still I think that it should wipe out the entire city (not just half pop). Hydrogen bombs aka. H-bomb surely can do that and ICBM well we have never seen one in action so we really don't know exactly :D Excluding Tsar bomb but that is another story ;)

Novaya zemla would be, what, three, four tiles max on huge?
Tsar bomba, while it had a huge effect, did not actually destroy a fraction of that land.
In regards to cities, I think that you're not wrong, but their current power or something similar is a necessary balance of power from a gameplay perspective.

Ah! Those Russian Power-Play thing was but a fraction of what a real deal Inter-Continental would do :D .... Nah just kidding around as always ;)

Anyhow I still think that ICBM as the name suggests should be a thing to behold !! Why there is G-8 ? 8 Countries in the world that actually have it ? Having such-a device says : "Don't mess with us or we'll whoop Your a*s so hard that You will forget where Your face is" ;) It is poorely represented in the main game (to rule all-games). You have an ICBM so what ?! Gonna half cut my city ? not impressed ;) I can scrub ! :D oh wait I have a bunker ! Jolly good ! xD

Exaclty ! Why Preatorians ? Why becouse they sound "cool" or what ?! ! No palace guard in the history of mankind was nominated so highly ! :D Wonder to behold I guess...

If anything, I want a civ 4 "mod" that only fixes the things that most agree that are underpowered - Protective, Aggressive trait, city walls, castles, Itza, Space Elevators, serfdoms, various other wonders, research cost for unwanted techs, and downpowering stuff that overpowered - Financial trait, whipping, rushing with Quechas etc.

Well, there are such things, but it wouldn't really be the mod of mods. Some re-balances would be necessary for the mod of mods, though. Obviously.

I've thinking and

Why don't we, all the community, stop and finish all the things that each one is doing and we organize ourselves to collect all the work and coolness each mod has such as maps, civs, techs, etcetcetcetc..... we can and make the
official fanmade third expansion for civilization 4?

I am dead serious

We already have incredible Mod's which create a much more deep experience than any Civ expansion and Modder's have done this unofficially and without organizing a large sum of people.

While I deeply respect the work these modder's do, it's kind of sad they out-shine Civ 5 and provide what the gamers want while professional designers screw up the franchise.

There is such a mod ;)

It is aimed primarily at MP though.

Ok, I only read the first post but I gotta say :

They are sacrificing flavor for function. I understand trying to balance while keeping flavor is difficult, but they are just taking it too far. For example, they are using the Pagoda as the UB for Japan, which replaces the observatory and give +10% productions.

First of all, the Pagoda not unique to Japan, I am sure it pretty widespread all around East Asia. Secondly, I don't think it has the remotest connection to an observatory or even science (and hammer production). They were more of a religious building, and now a cultural building. Having Pagodas replace Observatory is pretty nonsensical, but were done because they are trying to balance the game without any regard to flavor (or logic).

That being said, I only play single player. Commendable efforts, but not to my taste.

Yeah it's definitely flavour for function , but the way I see it, there are plenty of flavour mods so it really depends on your priorities - if you want flavour first or a balanced game ;)
I'msure you'll find something though. (For the record, I am also SP and had no part in making this mod)
