I don't understand why everyone is choosing Palpatine.

George Lucas' heroes were just as messed up:
Anakin: Either you're with me, or you're my enemy! (in a girlish squeal)
Obi: Dealing in absolutes is a sith trait!

5 seconds later....
Anakin: Good and evil are a matter of perspective! (again, said very girlishly)
Obi: If you believe that, you are totally lost. (erm, isn't that an absolute you big douche face?)

In case you failed to notice, he used the Deathstar to blow up a planet. I think that counts for as pretty vicious, no?

He had complete control over most of the worlds animals, and enslaved the populations of many cities by proxy. The people in those cities were so accustomed to animals and objects roaming the streets, that they mostly ignored them and continued their day.
What other being could only be defeated by praying to God many times when all other options have failed?

I'd probably go with Dread from the Otherland Tetralogy by Tad Wiliams.
Otherland is the most excellent piece of sci-fi ever written, and Dread is the perfect villain. Extremely cruel and sadistic, but also very cunning and intelligent. A dangerous mix indeed.
 
Cardboard and cartoon characters aside, I think there's nothing quite like the simple human treachery of Danglars, Villefort and Morcerf and their conspiracy to destroy an innocent sailor's life.

Oh, and a honourable mention goes to Dolores Jane Umbridge :).
 
That's a good one, too. And that Dread that Corlindale discribed is like Palpatine/Sidious.

And Gr3y L3gion, where did you find the text to your sig. It has something familiar, I think is related to Star Wars, or some other sci-fi film

It's from Star Wars, something to do with Sith's ideology. The Jedi's one are too long and crap IMO.
