Well, this was a tough one, there are some real bastards up there, but in terms of 'ruthlessness' I think you pretty much have to go with Stalin. If we were voting on 'most psycho', I'd lean more toward Hitler or maybe Caligula, but as the saying goes, if you look up ruthless in the dictionary you'll see a picture of Stalin.

I'd also like to cast a write in Honorable Mention vote for Pol Pot, or just for the Khmer Rouge in general. Speaking of bastards...

i would have voted for pol pot if he was on the list. he must has been the worst psycho in the history.
