Not every ideology tree needs to have a unique unit associated with it. They can each do something unique to support the Domination Victory (and other victories, as well). For instance, we know the Autocracy Ideology allows the civ to kamekaze air units for massive damage.
I honestly hope the Foreign Legion bonus is changed from 20% in enemy territory to 20% in your own territory.
Unless Freedom is so substantially overhauled that the spirit of it is completely different in BNW, Freedom generally lends itself to staying small, cultural, and primarily defensive. While making the Foreign Legion a defensive unit may or may not be historically accurate, and would mean the unit would become most useful for the exact opposite of what it currently is, I have to imagine that most people would simply go Autocracy if their plan was to invade other AIs frequently, so why give Freedom one of the better offensive UU's?
Of course, without knowledge of what the other tenets are, I can't say all this for sure. But I am mildly surprised that the Foreign Legion was singled out for Freedom. To me, this is like picking the Mehal Sefari (Ethiopian UU, however you spell it) and giving it to Autocracy as a special unit. Most illogical.

They've made it so that any ideology can be used for any victory type. So it should be very possible for you to take Freedom and be militarily aggressive. If you can't absorb that, imagine that you've been given a mandate to liberate the planet from Fascists and Communists through any means necessary.

I had heard that the new SP trees would cover some of the territory that the 3 ideologies used to, so I guess this makes sense. Aesthetics for culture, and what not. Yeah, I guess I'll just have to look at it through the lens of WWII perspectives then: Fascism vs Socialism vs Democracy vs Alien vs Predator...
Hmm... Sounds a bit out of place. A generic improvement with a French affiliation (architectural design) won't make much sense especially when everything is pointing towards major overhaul of the French civ.

Keep in mind that a CS can only gift a UU if that civ DOESN'T exist in that game. And if each civ can get it so easily in presence of a French civ, then what is the point of such a UU? It is like saying that every civ could build Caroleans but still Carolean would be a Swedish UU.
- there is a possibility that the German article was wrong and the unit given was infantry (maybe also they played as France and got the tenet giving infantry but got the foreign legion since it's French replacement for it)

If I had to guess, I would say that FL's are going to be a Tenet unit only. It makes sense to me that Firaxis wanted to change France to better represent the Culture Victory NAtion they were originally and since that VC changed so drastically they had to add Chateau to keep them in line. (Thus no room left for the FL).
It also stands to reason that if they were going to make it a Tenet unit only they could keep the UU ability as it is special. They would have to nerf it pretty seriously to make it a "buildable" unit as no one would build Muskets or Infantry anymore givien the choice.
So you get your 6 FL's and that is it. Once they are gone they are gone.
